In KAZISS Passed International Conference "Perspectives of Partnership of Kazakhstan and Uzbekistan in New Geopolitical and Geo-economic Conditions"

On September 21, in Astana was held an International Conference "Perspectives of partnership between Kazakhstan and Uzbekistan in the new geopolitical and geo-economic conditions".

The conference was organized by the Kazakhstan Institute for Strategic Studies (KazISS) under the President of the Republic of Kazakhstan, the Institute for Strategic and Interregional Studies (ISRS) under the President of the Republic of Uzbekistan and Friedrich Ebert foundation (Germany) in Astana.

The international conference was opened and the director of KazISS under the President of Kazakhstan Zarema Shaukenova welcomed her participants and guests. In her opening speech, she noted that the cooperation of Kazakhstan and Uzbekistan is based on the factors of the common historical past, linguistic and territorial proximity, based on trust and strategic partnership, at a new stage of its dynamic development and today our countries can look with confidence and optimism to the future .

Director of the Institute for Strategic and Interregional Studies under the President of the Republic of Uzbekistan (Tashkent), Vladimir Norov, with a welcoming speech, stressed: "Uzbekistan and Kazakhstan are close neighbors, time-tested partners. Our countries have always had friendly and constructive relations. The history of our peoples is one, and cultural and religious values ​​are common, traditions and customs are similar. "

Saidikram Niyazhodzhaev Extraordinary and Plenipotentiary Ambassador of the Republic of Uzbekistan to the Republic of Kazakhstan, also spoke at the opening of the conference. He noted that: "In accordance with the adopted Strategy of Action on the five priority directions of development on the foreign policy vector, Uzbekistan's efforts are aimed at strengthening friendly and good-neighborly relations, first turn with the nearest neighboring countries. Historically, friendly and traditionally good-neighborly relations between our peoples are highly valued in Uzbekistan. The close and trusting relations of the respected Presidents Nursultan Abishevich Nazarbayev and Shavkat Mironzievich Mirziyoyev opened a new page in the history of strategic partnership between our states."

From the central state bodies with which KazISS works closely, Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Galymzhan Koishybayev delivered a welcoming speech from the first head, who emphasized the special consolidating role of Kazakhstan and Uzbekistan in the region.

On behalf of the co-organizer of the conference and the long-time partner of KazISS under the President of the Republic of Kazakhstan, Friedrich Ebert foundation in Astana Zauresh Shutova, focusing on one of the main objectives of the Fund's activities in Central Asia - to support the development of regional cooperation.

Within the framework of the international conference, an official ceremony of signing the updated Memorandum of Understanding between Kazakhstan and the Kazakh Republic of Uzbekistan was held.

After signing the Memorandum, the work was discussed within the framework of 2 plenary sessions and the first (constituent) meeting of the Kazakh-Uzbek Expert Council.

  

First plenary session: Economic dimension of bilateral cooperation. The moderator was Vladimir Norov.

The main issues discussed were: prospects for trade and economic cooperation, horizontal cooperation and cross-border cooperation, institutionalization of cooperation projects, international transport and communication projects.

Valikhan Turekhanov, Director of the Department of Strategic Planning and Analysis of the Ministry of National Economy of the Republic of Kazakhstan. Daniya Dzhumabekova, Head of the Central Asian Studies Department of the ISRS under the President of the Republic of Uzbekistan Farrukh Zhuraev, Director of the Department for International Military-Technical Cooperation of the Ministry of Defense and Aerospace Industry RK Aslanbek Syrlanov.

Second plenary session: Historical and cultural basis of interaction. Borders and migration. Moderator - Sanat Kushkumbayev.

The main issues of discussion were: the cultural code of the neighboring peoples, its general and special, religious factor, the process of modernization of processes in the two countries, the synchronization of transformations and the policy of openness, migration and human capital in Central Asia.

Speakers: Mazhilis deputy Fakhriddin Karataev, Deputy Head of the Internal Policy Department of the Presidential Administration of the Republic of Kazakhstan Gani Nygymetov, Deputy Head of the Secretariat of the State of the People of Kazakhstan, Presidential Administration of the Republic of Kazakhstan Erbol Shauyenov, Head of the International Cooperation Department of the ISRS under the President of the Republic of Uzbekistan Bakhrom Sotyboldiyev, member of the Committee on socio-project manager of the Center for Military and Strategic Studies of the Ministry of Defense and Aerospace Industry of Kazakhstan, director of the Political Studies Association Astana Karlygash Nugmanova, Head of Department of Social and Political Research of KazISS Alua Zholdybalina.

The first meeting of the Kazakh-Uzbek expert council. Moderators are the Directors of KazISS and ISRS.

The main issues of the discussion were: the role of expert and analytical support in ensuring the development strategy, the infrastructure of the education and science system, the knowledge economy, key internal agendas: general and special, the role of Kazakhstan and Uzbekistan in the sustainable development of the Central Asian region.

Speakers: Deputy Director of KazISS Madina Nurgaliyeva, Director of the Center for Contemporary History of Uzbekistan at the Academy of Sciences of Uzbekistan Mirzohid Rakhimov, Dean of the Faculty of International Relations of the Eurasian National University named after. L.N. Gumilyev Akbota Zholdasbekova, deputy director of the Center for the Study of China Marian Abisheva, senior researcher of the Eurasian Research Institute Dauren Aben, director of the Center for Applied Research "TALAP" Rakhim Oshakbayev, expert of the Institute of World Economy and Policy under the Fund of the First President of the Republic of Kazakhstan Zhumabek Sarabekov.

During the international conference, in particular at the meeting of the Kazakh-Uzbek expert council, many constructive ideas and proposals were voiced to deepen and improve the partnership relations of the two leading think tanks designed to further strengthen and raise bilateral and multilateral cooperation between Kazakhstan and Uzbekistan, and in the whole Central Asian region.

In conclusion, the Director of KazISS under the President of the Republic of Kazakhstan Zarema Shaukenova summed up the results of the international conference, thanked all the participants and guests for productive work, interesting and interesting speeches, highlighting the rich history of close and fruitful cooperation between the two leading analytical centers of KazISS and ISRS.
