Kazakhstan has everything necessary to enter the number of leaders of the new world
On March 10, 2017, the Institute for Strategic Studies under the President of Kazakhstan held the expert meeting to discuss the constitutional reform. The main speaker was Deputy of the Majilis of the Parliament of the Republic of Kazakhstan, Member of the Legal and Judiciary Reform Committee Anar Zhailganova. Deputy Zhailganova has had a vast experience both in the judicial system and the civil service of Kazakhstan having held the positions of the Judge of the Supreme Court and the Member of the Constitutional Council of the Republic of Kazakhstan.
The speaker emphasized the importance and timeliness of the current reforms and noted that the constitutional amendments are primarily aimed at boosting the efficiency and responsibility of the executive branch of the government of Kazakhstan, increasing the control functions of the legislative branch, and at overall strengthening and stabilizing the checks and balances system.
Special attention was given to the provisions beyond those proposed by the Working Group in its draft law on the redistribution of the powers between the branches. These constitutional amendments, among other changes, consolidate further the role and significance of the Leader of the Nation, recognize the vital importance of inter-confessional peace, and elevate the status of the Ombudsman for Human Rights (full text here).

In the course of the discussion, the experts considered in greater details the newly assumed powers of the Supreme Court, overall functioning of the judicial system, as well as the issues relating to the work of the local executive bodies. In addition, the participants noted the dynamics and scope of public discussion of the constitutional reform.
