Presentation of the book "U. T. Kassenov – First Head of the first "think-tank" of the country"

The presentation of the book "U. T. Kassenov – First Head of the first "think-tank" of the country" was held on April 24 publication time of which coincided with the 25th anniversary of establishing the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (videoplot about the event).

Authors of the articles, which were included to the book, deputies of the Parliament of the Republic of Kazakhstan, heads of public authorities, political parties, public figures, scientists, representatives of scientific and analytical structures and mass media participated in the presentation.

The book is dedicated to well-known Kazakhstani international scholar Kassenov Umirserik Tuleshovich – First Director of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (1993-1997), who contributed a lot to the setting up of the Institute. U. T. Kassenov, ranking amongst the close associates of the Head of State, was entrusted with the formation of the research structure which thereafter became an analytical brand of the country with high authority in international expert communities.

Selected papers of U. T. Kassenov were included to the book, memories of the KazISS officials who had worked with him, of Kazakhstani and foreign political scientists, diplomats, state and public characters as well as his friends and family.

In the opening speech Director of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan Zarema Shaukenova highlighted that the history of the KazISS under the President of the Republic of Kazakhstan its whole activity over a quarter of a century was inextricably connected with the history of the establishment of independent Kazakhstan and with the name of First President N. A. Nazarbayev. The KazISS is a creation of the President to which he has paid great attention.  The director of the KazISS expressed her gratitude to all who participated in preparation of the publication, especially to authors of the articles, who shared their memories about the first years of existence of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan, about its First Head U. T. Kassenov, remarkable individual, scientist, publicist, establisher, a man, who left memories in lives of his colleagues and students, in the history of the KazISS under the President of the Republic of Kazakshtan, in the history of the country.

The presentation was opened by a specially prepared videoplot and speeches of young experts of the KazISS Slyamzhar Akhmetzharov and Anastasiya Reshetnyak (U. T. Kassenov scholarship holder  , 2015). They highlighted that the succession of policy of the first director of the Institute persisted today, the main heritage and potential of the KazISS have always been the people who characterized by active attitude to life, patriotism, dedication to his activity, to the country, to the direction of the President.

           

Professor of the Academy of Public Administration under the President of the Republic of Kazakhstan, Ambassador Extraordinary and Plenipotentiary, Doctor of Political science, academician, well-known politician, First Minister of Foreign Affairs of Kazakhstan Tuleutay Suleymenov spoke about the establishment in the early years of independence of close cooperation of his department with the KazISS which continues at present. He highlighted that the first director of the KazISS under the President of the Republic of Kazakhstan, graduate of the Moscow State Institute for International Relations and specialist in international affairs with an excellent knowledge of the English language U. T. Kassenov has made, in the first place, an invaluable contribution to the establishment of the foreign-policy strategy of Kazakhstan. U. T. Kassenov participated actively in development of analytical documents regarding the study of issues of nuclear non-proliferation and the country's participation in the START 1 Treaty. He managed to establish relations of the Institute with major world research institutions and scientists. Tuleutay Skakovich ended with the word about the complications of the time, when the KazISS under the President of the Republic of Kazakhstan was establishing, respectively, on the tasks, which were placed on the analytical structure by the country's leadership with highest level of trust of the President. U. T. Kassenov with the professional team of the KazISS established by him worked much, actively and contributed to the establishment of our state formation. In the anniversary year veteran of the Kazakhstani diplomacy wished to the staff of the KazISS under the President of the Republic of Kazakhstan to continue holding the bar high in their work.

Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan, Doctor of Political science, professor Kuanysh Sultanov in the beginning of his speech told about symbolism of holding the presentation dedicated to the 25th anniversary of the establishment of the analytical Institute. The 24th of April, 1990 was the day when the position of president of the Republic of Kazakhstan was introduced.  This date coincides with the birthday of first director of the KazISS U. T. Kassenov and he told him about this several times. He shared his long ago memories about U. T. Kassenov when he worked in the Central Committee of Leninist Young Communist League of Kazakhstan. Even at that time U. T. Kassenov  desired to engage in research and analytics.  Years later he was appointed as the director of the KazISS under the President of Kazakhstan and his dream of having interesting and creative work eventually came true.  According to Kuanysh Sultanovich, Umirserik Kassenov had a really patriotic heart. The analytics of the KazISS of that time was necessary for creation of strategic prospects of the Republic of Kazakhstan, it also showed and strengthened the intellectual capital of our country. U. T. Kassenov played a great role in development of our country, having proved the viability and need for "think tanks" in future success of the state.

Head of the Office of organizational work to the Library of the First President of the Republic of Kazakhstan, Doctor of Political Science, professor Zhapsarbay Kuanyshev. In his speech Zhapsarbay Ilyasovich told the history of analytical structures in Kazakhstan, noting tough times of creation of institutions which at that time were a totally new notion. The idea of creation of such structures was accepted by the management and the very first Information and Analytical Center was created by M. M. Tazhyn under the Administration of the President of Kazakhstan. This was the group of talented analysts, such as Sabit Zhussupov, Asylbek Bissenbayev, Lev Tarakov, Askar Akhmetzhanov, Alma Sultangaliyeva, Serik Seydumanov, Makash Tatimov, etc. Zhapsarbay Ilyasovich worked in this group too. The KazISS history is connected with many of them – Lev Tarakov and Alma Sultangaliyeva became directors of the Institute, Sabit Zhussupov, Makash Tatimov and Askar Akhmetzhanov worked in the KazISS.  Later in 2000, First Deputy Head of the Center for Analysis and Strategic Research of the Administration of the President of the Republic of Kazakhstan, Chief of the Analytical Center of the Security Council of the Republic of Kazakhstan Maulen Ashimbayev was appointed as the Director of the KazISS under the President of the Republic of Kazakhstan. 

In 1993, a decision to establish a separate analytical Institute was made. For this purpose, the KazISS under the President of the Republic of Kazakhstan was established. Headed by the first Director U. T. Kassenov it became a strategic benchmark in socio-political life of the country. On the grounds of its analytical researches, important political decisions were taken and key points on major negotiation processes were elaborated. Therefore, according to Z. I. Kuanyshev, the KazISS became a channel broadcasting new ideas and projects, which was a distinctive feature of the Institute. The KazISS has contributed to the development of international stature of Kazakhstan on the world stage. Despite the fact that analytical research of the KazISS was aimed at studying geopolitical trends, U. T. Kassenov being a many-sided personality: an expert in economy, history, and international relations, managed to set the correct coordinates for development of the Institute, which served all its subsequent leaders. Currently, the KazISS has become a reflection of such phenomena as strengthening, promotion, and development.

Director of Kogamdyk Kelisim republican state enterprise under the President of the Republic of Kazakhstan Aleksandr Tarakov mentioned that, while working for the AZiYa («АЗиЯ») newspaper (1992-1944) as a columnist, he took part in conferences and various academic events, organized by the Kazakhstan Institute for Strategic Studies, which despite a challenging time were quite informative and thought through. Under the leadership of U. T. Kassenov, major fields of action were set and a good and stable basis for further development was established during the early years of functioning of the Institute. As Aleksandr Yuryevich noted, Umirserik Tuleshovich was a great and radiant personality, a top expert in his field, who left a huge mark on the history of the KazISS and Kazakhstani analytics. He also pointed out that among activities of the KazISS publicism was of great importance, and Umirserik Tuleshovich was quite a talented publicist. This tradition is continued today by the heads and chief researchers of the KazISS. Aleksandr Yuryevich wished young workers of the Institute to follow the example of senior colleagues and to enhance their mass media mastery.

Head of the Sakralnyi Kazakhstan («Сакральный Казахстан») research and development center, Chief Researcher of the KazISS under the President of the Republic of Kazakhstan, Berik Abdigaliuly shared his memories about collaborative work with Umirserik Tuleshovich at the very beginning of his working career, with particular emphasis on the role of U. T. Kassenov as a leader, who inspired many young scientists working today in the field of foreign and domestic policy of the country and who also could be named a scientist in this field.  Among U. T. Kassenov's apprentices there were his daughters Nargis and Togzhan, who currently carry on their father's endeavor. Berik Abdigaliuly noted that the expert community of that period lacked high-level specialists, who could discuss topics of international significance. And Umirserik Tuleshovich was one of the few people who were thinking within geopolitical categories in the global scale. The first Director of the KazISS was among those enthusiasts, who were immensely engaged in their endeavor.

It is symbolic that the book presentation was conducted on the 25th anniversary of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan. This event is continuation of the tradition of succession and an example for the current generation of young workers. 

Chief Representative of the Fund named by Friedrich Ebert in Astana, Zauresh Shutova, in her speech focused on style and narration of the book presented, and highlighted that the book was quite informative. Zauresh Yesdauletovna, talking about cooperation of the Fund with U. T. Kassenov's daughter Nargis Kassenova, noted that for German colleagues and for her, his daughter represents a quintessence of keen mind, intellect, analytical skills, diplomacy, a big heart, and a very beautiful soul; and the today's presentation revealed the secret of those amazing qualities: she inherited them from her father.

Not all invited guests could take part in the book presentation in person, among them a well-known public figure, a great scientist, cultural specialist Murat Auezov, who sent a welcome letter, in which he outlined the role of the KazISS under the President of the Republic of Kazakhstan in the country's life and expressed his profound respect for the personality of Umirserik Kassenov.

          The spouse of U. T. Kassenov Ragna Kassenova thanked the Institute of Strategic Studies under the President of Kazakhstan for the long-term grateful memory of the first director, for opening of a conference hall named after U. T. Kassenov by KazISS director Bulat Sultanov,  for support of the U. T. Kassenov scholarship by KazISS director Yerlan Karin,  she expressed her gratitude to KazISS director Zarema Shaukenova for current development of the book and holding her presentation. Ragna Zunovna added that the family was touched by all memories of colleagues and associates described in the book. Even his family and close friends did not know many of them.

Ragna Zununovna emphasized that U. T. Kassenov was first of all "a citizen of Kazakhstan" and his attitude to the country always prevailed over his personal achievements. The spouse of the first director of KazISS thanked everyone for the enormous work contributed to preparation of the book. Issue of this book is, in her opinion, a recognition of merits and respect for the personality of Umirserik Tuleshevich from the society and the country leaders,  for what, in her turn, she expresses her greatest gratitude.

Besides, Ragna Zununovna expressed her confidence that the book devoted to the memory of U. T. Kassenov would serve as an example for youth and would become the main achievement of his life. She wished the Institute and all participants of the meeting great success at work for the welfare of Kazakhstan.
