The meeting of the National Advisory Working Group on Counteracting Extremism was held in KAZISS


September 7, 2018 at the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (KAZISS), was meeting of the National Advisory Working Group on Countering Extremism "Interaction of state and public organizations in counteracting radicalization and extremism in the Republic of Kazakhstan". The event was organized within the framework of cooperation with the Search for Common Ground for the project "Central Asian Leaders Dialogue on Achieving Violent Extremism", implemented with the support of the US Peace Institute in the framework of C5 + 1

The KazISS’s Deputy Director  Madina Nurgaliyeva, senior research fellow of the Department of International Studies Anastassiya Reshetnyak, Research Fellow at the Department of Social and Political Studies Zhanar Sankhayeva took part in this meeting.

In the meeting participated a wide circle of specialists from state and public organizations, expert community. Representative of Search for Common Ground, project coordinator Assel Abdyramanova told about the goals and objectives of the project. Chief research fellow of the Center for Scientific and Methodological Work of Law Enforcement Agencies under the Prosecutor General's Office of the Republic of Kazakhstan Almaz Yeshnazarov presented a study on interaction with NGOs in the implementation of the State Program of the Republic of Kazakhstan on Countering Terrorism and Religious Extremism. Representative of the United Nations Office on Drugs and Crime (UNODC) Fariza Mukanova focused on the activities of this unit in Kazakhstan and announced a project to work with convicts on the articles "extremism" and "terrorism." In addition, the speaker presented a project to build a network of experts on countering violent extremism in Central Asia, one of the main components of which is the creation of a website capve.org

UNDP Regional Project Manager Ainur Kanafina and her colleague Yerzhan Myrzabayev shared the intermediate results of the project "Strengthening the Resilience of Local Communities and Regional Cooperation to Prevent Violent Extremism in Central Asia" in Kazakhstan.


The meeting participants discussed the development of relations between state and public organizations in countering radicalization and extremism between the republics of Kazakhstan and Kyrgyzstan, increasing the effectiveness and regulation of the work of NGOs specializing in the prevention of violent extremism in the legal field of the Republic of Kazakhstan. In addition, during the discussions, the issue of definitions and inclusion of such concepts as "radicalism" and "violent extremism", the scale of their use at the international level were touched upon in Kazakhstan's legislation. In the near future, it is planned to hold additional meetings of the National Advisory Working Group on the base of KazISS.
