On 2 June 2017, Astana hosted XV KazISS Annual Conference on Security and Stability in Central Asia on “Central Asia under Conditions of Global Transformation”.
The Conference was organized by Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (KazISS) jointly with the Representative office of the Friedrich Ebert Foundation in Central Asia. The conference was opened by Chairman of the Foreign Affairs, Defense and Security Committee of the Mazhilis of the Parliament of Kazakhstan Maulen Ashimbayev. The Under Secretary of the Security Council of Kazakhstan Marat Shaikhutdinov took part in the Conference as well. The KazISS Director Zarema Shaukenova and the Regional Director of the Friedrich Ebert Foundation in Central Asia Henriette Kiefer greeted the participants on behalf of the organizers.
The key speakers were prominent experts from Uzbekistan, China, Russia, Tajikistan, Kyrgyzstan, and Afghanistan, namely the Director of the Institute for Strategic and Contemporary Studies under the President of Uzbekistan Vladimir Norov, Director of the Analytical and Expert Center to the Silk Road Programs and Projects Muratbek Imanaliev, Special Assistant to the Director of the China Institutes of Contemporary International Relations Du Yanzyun, Research Fellow at the Center for Strategic Studies under the President of Tajikistan Hakim Abdullo Rakhnamo, and the Director Organization of Political Research and Development Mariam Safi from Afghanistan.
The expert community of Kazakhstan was represented by the Head of the Analytical Department of the Security Council of the Republic of Kazakhstan Erkin Tukumov, Director of the Institute for International and Regional Cooperation at the Kazakh-German University Bulat Sultanov, Director of the Institute of Asian Studies Sultan Akimbekov, Director of the Research Institute "Public Opinion" Botagoz Rakisheva, as well as the KazISS Chief Research Fellows Sanat Kushkumbayev, Konstantin Syroezhkin, Irina Chernykh, Lessya Karatayeva and others.
Three sessions were held in the course of the Conference: “Towards new Security Architecture: Decline of Old Paradigms and New Actors”; “Central Asia: between Objectivity and Subjectivity”; and “Central Asia: Socio-cultural Perception”.
The Conference participants discussed a wide range of issues related to the current state and prospects for regional security and stability in Central Asia; the role of the Central Asian states, Russia, China, the USA, the EU, and some other leading Asian countries in regional balance of power; functioning and interaction of the CSTO, EEMP, NATO and other international organizations in the region; as well as ways of regional cooperation in the field of security.
Regional security in Central Asia was considered with the expert point of view from Central Asian countries and also from leading Asian and European states.
The KazISS Conference on Security and Stability in Central Asia, annually held since 2003, has become a significant dialogue platform, an intellectual bridge between expert communities of Kazakhstan, Central Asia, Asian and European states as well as the USA.
Participation of authoritative experts, researchers and academics representing the leading thin tanks, research institutions and universities of Kazakhstan and abroad has always been able to give new impetus to the debate on the most acute problematics of international security and stability as well as the pressing issues of Central Asian societies.
The platform provided by KazISS Annual Conferences on Security and Stability in Central Asia has fulfill the important role i.e. to make a tangible expert and analytical support to the foreign policy of the Central Asian states. Thus, the XV KazISS International Conference on Security and Stability in Central Asia has become the conclusion of the series of events conducted in this particular format.
In the context of rapid global transformations, KazISS shall strive to continue to fulfill its mission of being a generator of new ideas and provider of dialogue platforms on topical issues of Kazakhstan and the countries of Central Asia.
