On June 20, a round table “10 tasks of President K.K.Tokayev: a new level of development of the country”, organized by the Kazakhstan Institute of Strategic Studies under the President of the Republic of Kazakhstan, was held.
During the event, 10 main tasks were discussed, identified by President of Kazakhstan K.K. Tokayev in his inaugural speech: increasing incomes of the population and solving social problems; the fight against corruption; reforming law enforcement and judicial systems; employment of the population; housing issues; fair social policy; new course of regional development; support spiritual development; development of foreign policy and the creation of conditions for the development of youth.
In her opening remarks, the director of KazISS under the President of the Republic of Kazakhstan, Zarema Shaukenova, emphasized that today the world is experiencing global challenges that affect almost all spheres of human activity. The tasks of adapting to rapidly changing conditions and the qualitative renewal of all aspects of social, economic and social and political life are facing all countries of the world, including Kazakhstan.
In his inaugural speech, Head of State K.K. Tokayev defined 10 tasks, the solution of which should be in priority today, since, according to the President: “Economic, social and political progress is our only correct answer to the challenges of our time”.
The round table was attended by representatives of state bodies and relevant ministries, civil society, public figures, experts of economic, political, social trends, the media.
Opening the discussion, the chief researcher at the Institute of State History of the Ministry of Education and Science of the Republic of Kazakhstan Zhapsarbay Kuanyshev set the tone for the discussion and conditionally divided the 10 tasks of President KK Tokayev into 4 blocks: a special block is our future, it is our youth”. The speaker also stressed: “Today, continuing the course of Elbasy, we are starting a new era in our development. The main task is to work for the result”.
Timur Shaymergenov, Chairman of the International Information Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan, spoke about the effectiveness of the country's foreign policy in its speech: economization of foreign policy. Today, the Ministry of Foreign Affairs has built a completely new vertical for attracting investments and promoting the economic interests of Kazakhstan on the world stage. The very architecture of work to attract foreign capital, to protect foreign investors has changed. A new system for working with foreign investors has been built in the regions. Now in each region there is a representative of the national company “Kazakh invest”, which has become a part of the Foreign Ministry, at the same time being an Advisor to the Akim. This means that any investor will be able to work directly with the local authorities. The Ministry of Foreign Affairs coordinates work with foreign investors directly among central government agencies”. In addition, the speaker noted that each overseas institution has a clear setting for working with large and medium-sized businesses in the host countries. “Every diplomat has new requirements. Their KPIs include indicators for working with business: how many meetings were held, what their performance was, how much capital was raised”.
During the discussion, much attention was paid to young people. Zhuldyz Omarbekova, Vice-Minister of Information and Public Development of the Republic of Kazakhstan, noted that state plans and programs to support youth in Kazakhstan are well developed. “In order for young people to fully feel their effectiveness, they need to more actively attract young people and inform them. The state provides great opportunities for Kazakhstani youth. It is important to properly and effectively implement them. Our Ministry, together with an NGO, launched the Human Rights Defender project so that each young man knows his rights and opportunities”.
The Deputy Chairman of the Board of JSC “Holding “Kaspkor”, the ex-deputy of the Mazhilis of the Parliament of the 5th convocation of the 5th convocation of the Republic of Kazakhstan Asima Bimendia addressed the issue of youth employment. “Our holding “Kasipkor”, subordinated to the Ministry of Education and Science of the Republic of Kazakhstan, is developing new educational programs. We create conditions for college graduates to meet international standards. At the moment, it is planned to bring 200 vocational schools in 100 specialties into compliance with international standards. ” The speaker stressed that all Kazakhstanis should contribute to the solution of 10 tasks set by President Kassym-Zhomart Tokayev.
Vice-Rector for Information Technology Development at the Academy of Public Administration under the President of the Republic of Kazakhstan, Aliya Mukhamedzhanova, raised the issue of staffing a youth reserve of civil servants, stressing that this program should be credible. The speaker noted that “this program should be closely linked to the Digital Kazakhstan program. Digitalization will automatically prevent corruption. It is important to develop online services, which will create a multiplicative, synergistic effect in the fight against corruption”.
IWEP expert at the Foundation of the First President Kamila Kovyazina noted the need to reform the public administration system to achieve more effective results. She stressed that among young people there are many patriots who are ready to contribute to the development of Kazakhstan’s society.
An important topic for discussion was the judicial system. Director of the Research Institute of Legal and Innovative Projects of the Academy of Justice at the Supreme Court of the Republic of Kazakhstan Zhumabek Busurmanov believes that “The judicial system solves issues of a socio-economic and legal nature and is a place where people seek justice. However, in society today there is not enough respectful and careful attitude to law, law, justice, humanity”. In this regard, the expert noted the need to cultivate public interest in the legal culture to transform the judicial system. At the same time, according to the expert, the judicial system is currently “overloaded” and needs to be strengthened by the institution of mediation and pre-trial practice.
Director of the Research Center “Youth” Talgat Kaliev in his speech focused on the need to involve the population in discussing the distribution of the budget in the field of local self-government. The speaker is convinced that “the people themselves must decide which road and in which area they need to be repaired; which school or hospital should be put in order”. He also drew attention to the lack of media coverage of the situation in the regions: “As a rule, people write and show about the regions on TV only when a problem arises, but practically no achievements about the construction of a plant or launching a new production there is no information”.
The Vice-Rector for Strategic Development, Research and International Partnership of the Academy of Public Administration under the President of the Republic of Kazakhstan Aigul Kosherbaeva also touched upon the regional topics in her presentation: “Regions should become an engine of competition and increase competitiveness of Kazakhstan as a whole. We must rely on the development of regional infrastructure. If there is a turnkey infrastructure, then human capital is being developed, the quality of life is improving. In the outsider regions, the main problem is precisely with the lack of infrastructure: transport, roads, schools, communications, and access to the Internet. All this is one of the indicators of the country's involvement in world economic relations”. In addition, the expert stressed the importance of effective implementation of talent management in Kazakhstan.
In turn, the Deputy Chairman of the Board of the Economic Research Institute JSC Shaharban Zhakupova proposed to divide the 10 tasks of President K.K.Tokayev into 2 groups - institutional tasks and tasks on human capital development. The expert believes that a new stage in the development of the country is now beginning, and therefore "it is necessary to move away from paternalism and create high-performance jobs".
Lyazat Nurkatova, Director of the National Resource Center for Social Work, continued the social theme: “Today, social maps of the regions, social maps of the family are being formed. This is very important, because now we do not know how many families are in a difficult life situation, at a critical level. Without these data, it is impossible to form an effective social policy in relation to them”.
The experts also focused on issues related to the improvement of the education system. Advisor to the Director of the Bologna Process Center and Academic Mobility MES RK Amantai Nurmagambetov believes that 10 tasks set by the President at the new stage of the country's development require high-quality human capital. “Human capital depends on quality education. Last year, major changes occurred in the higher education system: universities received greater academic freedom and managerial independence. Institutions of corporate governance are already being introduced, rectors are recommended by the supervisory board. It is necessary to build a holistic system of continuous education, it is necessary that people can upgrade their skills to adapt to changes”.
Eldos Nurlanov, Deputy President of the Information and Analytical Center JSC, noted the need to reduce the workload for teachers: “According to the latest reports from the international research “Thales”, Kazakhstan is in 2nd place in the weekly workload of teachers from 48 countries.” He also stressed the special role of analytical structures in accompanying the ongoing reforms, and, in implementing the tasks set by the Head of State.
Head of the Center for Communicative Events and Visual Projects of the Institute of Eurasian Integration Arman Eshmuratov noted the importance of the transition of the state to new communication channels for communication with society: “It is necessary to develop communication policies of state bodies, improve the efficiency and quality content of publications of information materials on government agencies”. In addition, according to the expert, there is a need for “implantation of the content” of the “Rouhani Zhangyru” program into all government programs aimed at implementing youth policy.
During the discussion, experts expressed a number of constructive ideas and proposals in the framework of the implementation of 10 tasks set by President K.K.Tokayev, and also expressed readiness to continue joint work in this direction.
