On June 20, the Public Foundation "World of Eurasia" was held a meeting of the expert club on the theme: "Human capital in the service of integration" in Almaty. This year marks the fifth anniversary of the signing of the Treaty on the Eurasian Economic Union. The heads of state of the EAEU in a joint statement on the five years of signing the Treaty stressed: "We see the EAEU as an association functioning in the interests of a qualitative improvement in the lives of our citizens". Achieving these objectives is possible with due attention to the development of human capital, the growth of which is perceived as a priority task of the economic policy of the Union and is considered as one of the main types of investments in the EAEU economy.
During the meeting, the experts were invited to consider issues such as human capital and the historical development of countries and civilizations; New human capital in Kazakhstan: conditions for development and competence; a single market for services: trends and guidelines for the future; the agreement on the provision of pensions to the working countries of the EAEU, as an event, trends and problems of improving the quality and effectiveness of the development of human capital and all its components in the countries of Eurasia.
Currently, the EAEU is working on such promising projects as transferring social and labor relations into electronic format (creating the Unified Integrated Information System of the Union, the Eurasian Electronic Labor Exchange), giving workers and their families special status for the duration of a long-term employment contract, signing of the Agreement on the provision of pensions to workers of the EAEU member states.
The experts focused on the development trends and guidelines for the future development of the EAEU single labor market, trends and problems of improving the quality and effectiveness of the development of human capital and all its components in the countries of Eurasia. The experts also discussed the conditions necessary for the further development of human capital in Kazakhstan.
Representatives of Kazakhstani analytical structures and institutions of higher education, as well as independent economists, political scientists, sociologists, journalists and public figures expressed their opinions on the issues discussed. Experts from KazISS under the President of the Republic of Kazakhstan Vyacheslav Dodonov and Lesya Karataeva took part in the expert discussion.
