On the 16th of August 2019, in the capital city, in the Palace of Independence with the participation of the Head of state K.K. Tokayev, held traditional August conference. Among those gathered in the Palace of Independence were teachers from all regions of the country, teachers of colleges and universities, parents, scientists and public figures. Issues of change management in education and science were discussed, as well as innovative ideas and initiatives were presented.
In his speech, the President marked the role of teachers in the education of the new generation. The head of state emphasized the need to give a new powerful impetus to the development of education and science. He also instructed the Ministry of education and science to review the implementation of trilingual education. This issue needs to be studied in depth, taking into account the readiness of teachers and curricula.
The main event in the new academic year is the adoption of the Law "On the status of the teacher" and the approval of the new state program for the development of education and science until 2025. The direction of development of education and science for the next five years is to ensure the qualitative continuation of large-scale work on updating the content of the level of education within the framework of the current state program, increasing the potential of teachers, infrastructure development, digitalization of education, attracting the private sector, increasing the role of business in science.
Many thematic fields were organized in the framework of August conference from 7 to 15 of August. On the 15th of August Thematic platform of scientific and pedagogical workers of higher education «Integration of higher education and science» was organized for rectors and Vice-rectors of universities, Directors of research institutes.
The aim of conduction is to analyze the current state of science and higher education, the transformation of management and organizational policy, improving the efficiency of academic policy in higher education.
Speakers and moderators of the event were representatives of the Anti-corruption agency of Kazakhstan, the Ministry of digital development, aerospace and defense industry, the Academy of public administration under the President of the Republic of Kazakhstan, Nazarbayev University, non-governmental organizations, scientific organizations, universities.
Questions that were discussed on the thematic field:
- Effectiveness of scientific researches;
- Development of international cooperation and integration into world science;
- Transformation of universities;
- Contemporary methods of project management;
- HR management in the system of higher education.
The event was co-organized by the National center of biotechnology and the Higher school of education of Nazarbayev University.
Vice-Minister of education and science of the Republic of Kazakhstan Fatima Zhakypova opened the plenary session on the theme «Innovative scientific ecosystem: intellectual potential, priorities, effectiveness».
At the panel session, presentations were made by Adil Ibrayev - President of JSC "NCSTE", Vassilios Turassis - Dean of school of engineering, Nazarbayev University, Zarema Shaukenova - Director of the Kazakhstan Institute for strategic studies under the President of the Republic of Kazakhstan, Zhaksylyk Sabitov - the expert of Institute of world economy and policy under Fund of First RK President, PhD, Yerlan Ramankulov - the General Director of the National center of biotechnology, Amandyk Tuleshov - the General Director of Institute of mechanics and engineering after Academician U.A. Dzholdasbekov.
Director of KazISS in her report «Challenges for science as a key element of the social development system» noted, that «science is critically important in the face of the most important problems of sustainable development, it creates the foundation for new approaches, solutions and technologies that allow us to identify, clarify and solve local and global problems. Science finds answers that can be tested and repeated, and thus it provides a basis for informed decision-making and effective impact assessment. It is obvious that only science is able to form a general strategy of development, to determine the spiritual meanings and technical priorities of society. And only society has the right either to accept or reject what is offered by science».
