On August 29, 2019, in Nur-Sultan the ceremony of awarding the Nursultan Nazarbayev prize for nuclear free world and global security was held.
Speaking to the participants of the ceremony, the First President of Kazakhstan – Elbasy N. A. Nazarbayev stressed that August 29 is a historic day for the global anti-nuclear movement. Despite the lessons of history, the world is witnessing tension and a crisis of confidence between the nuclear powers. «The geopolitical crisis in relations between the US and Russia, which account for more than 90% of the global nuclear Arsenal, has caused serious negative aftershocks. The new round of the technological arms race launched by the parties, including in outer space, is of great concern. The Treaty on the elimination of intermediate-range and shorter-range missiles, to which Kazakhstan was a party, has completely lost its force».
The first President of Kazakhstan stressed that there is still a danger of nuclear weapons falling into the hands of terrorist organizations. «Potentially dangerous nuclear materials are stored in more than 20 countries, each of which can become a target of destructive forces. The era of comprehensive artificial intelligence that can solve more complex problems than artificial intelligence is coming».
Elbasy also pointed to the risks associated with the fact that none of the nine countries possessing nuclear weapons, is not considering the curtailment of military programs. «In other words, humanity is going through a hitherto unprecedented difficult stage of its development. In the context of growing aggression and decreasing mutual trust at the global level, any of these problems can plunge the world community into uncontrolled chaos. Not only politicians, but also ordinary people in different countries of the world are deeply concerned about this».
Nursultan Nazarbayev noted that Kazakhstan is a party to all fundamental international treaties in the field of nuclear disarmament, non-proliferation and peaceful use of nuclear energy. «This year marks the 25th anniversary of Kazakhstan's accession to the Treaty on the non-proliferation of nuclear weapons. Two months ago, Kazakhstan ratified the Treaty on the prohibition of nuclear weapons, joining the other 24 States of the world. This year we expect the delivery of the first batch of low-enriched uranium to the IAEA Bank, built on my initiative on the territory of Kazakhstan».
The first President of Kazakhstan stressed that the desire for a world free of nuclear weapons has become an important component of the national consciousness of Kazakhstan. «Currently, Kazakhstan is a recognized donor of international security and stability. I think that this gives me the moral right to appeal to the global community today to follow our example and use Kazakhstan's experience around the world. In this regard, I would like to make a number of principled theses on nuclear disarmament and non-proliferation».
Elbasy called on the leaders of all nuclear powers to take decisive steps in favor of a dialogue on the future of our planet. «It is also necessary to reconsider the archaic concept of strategic stability based on nuclear weapons. A new system of nuclear arms control should also be established. As a result, it is important to enter into negotiations on the development of a Universal Treaty on the reduction of nuclear weapons».
In addition, Nursultan Nazarbayev stressed the importance of introducing an effective system of legally binding negative security assurances from the nuclear powers. «At the same time, members of the «nuclear club» should assume a package of obligations and restrictions in favor of adjusting their WMD policy. First of all, it is important that they curtail the traditional practice of maintaining and modernizing nuclear complexes. I propose to the States on the territory of which the test grounds are located, to eliminate the infrastructure of these landfills».
The first President of Kazakhstan noted the need for ratification of the comprehensive nuclear-test-ban Treaty by all States of the world. «It is important to achieve absolute universalization and maximum strengthening of the regime and mechanisms of the Treaty on the non-proliferation of nuclear weapons. The world needs a really working mechanism of tough measures against the possession and proliferation of nuclear weapons. And this rigid mechanism should be supported by the relevant UN Security Council resolutions».
Nursultan Nazarbayev stressed that people who seek to realize the dream of peaceful coexistence of people, nations and states are highly appreciated in Kazakhstan. «In order to recognize and promote the merits of political and public leaders and organizations, I established the prize «For a world without nuclear weapons and global security» in 2016. I fully support the selection Committee's decision to award this year's prize to former IAEA Director General Yukiya Amano and Executive Secretary of the comprehensive nuclear-test-ban Treaty Organization Lassine Zerbo».
In conclusion, the head of State expressed confidence that the award presented today will be another modest reminder with a huge meaning that the future of humanity lies in a world without nuclear weapons. «I firmly believe that our planet will sooner or later get rid of this deadly type of weapons of mass destruction forever and the main goal of my Manifesto «Peace. XXI century» will be achieved. Today's event is our message to the global community to work together for progress, shared prosperity and the future of humanity».
Head of state Kassym-Zhomart Tokayev took part in the ceremony of awarding «the Nazarbayev prize for a world without nuclear weapons and global security».
In his speech, Kasym-Jomart Tokayev noted the symbolism of the ceremony, which coincided with the celebration of the International day against nuclear tests. «This year marks 25 years since Kazakhstan signed the Treaty on the non-proliferation of nuclear weapons, our country's membership in the IAEA, as well as 10 years since the establishment of a nuclear-weapon-free zone in Central Asia».
Kasыym-Zhomart Tokayev stressed that the First President of Kazakhstan is rightly recognized by the world community as the leader of the global anti-nuclear movement. «The decree of Elbasy Nursultan Nazarbayev on the closure of the Semipalatinsk nuclear test site is of historical importance. Taken against the resistance of the Soviet military elite and individual politicians, the decision of the First President to close the nuclear test site required great courage and strong will. It became a catalyst for the entire world anti-nuclear movement».
The President of Kazakhstan focused on the initiatives of Elbasy, which played an important role in ensuring international security. «Proposals for the establishment in Central Asia of a zone free of nuclear weapons placement in the territory of our country low-enriched uranium Bank under IAEA auspices, the mediation efforts of Kazakhstan in the Iranian nuclear issue and the adoption by the UN General Assembly the universal Declaration on the establishment of a world free of nuclear weapons, has made a significant contribution to strengthening the Foundation of global stability and trust».
At the same time, the Head of state drew attention to the fact that the nuclear threat continues to persist in some regions of the world. «According to the UN, there are 15,000 nuclear weapons in the world today, and hundreds of them can be activated within minutes. The situation is aggravated by the increase in conflict potential in international relations and the aggravation of financial and economic contradictions. The fate of the Joint comprehensive plan of action on Iran's nuclear program, as well as the Treaty on the elimination of intermediate-range and shorter-range missiles remains unclear».
Noting the merits of the prize winners-the late former IAEA head Yukiya Amano and CTBTO Executive Secretary Lassina Zerbo, Kasym-Jomart Tokayev praised their enormous contribution to nuclear non-proliferation and international security. «As head of the IAEA, Yukiya Amano played a key role in the creation of the low-enriched uranium Bank in Kazakhstan and contributed to the solution of the Iranian nuclear problem. The activities and efforts of Lassina Zerbo have almost completed the establishment of the comprehensive nuclear-test-ban Treaty International monitoring network. He also took the initiative to establish a group of eminent persons and A youth group of the Treaty Organization».
At the end of his speech, the Head of state called for continued joint efforts in the field of nuclear disarmament and non-proliferation. According to him, Elbasy's anti-nuclear initiatives should remain important elements of the process of strengthening global security.
The first President of the Republic of Kazakhstan – Elbasy Nursultan Nazarbayev presented the awards to the relatives of the former IAEA Director General Yukiya Amano, who became the laureate of this award posthumously, and to the Executive Secretary of the comprehensive nuclear-test-ban Treaty Organization Lassine Zerbo.
