On the 2nd September, 2019, on the joint meeting of the chambers of the Parliament President of the Republic of Kazakhstan Kassym-Zhomart Tokayev announced about the opening of the fifth session of Parliament’s VI calling.
Opening the parliamentary session, the Head of state delivered a Message to the people of Kazakhstan, in which he outlined the main directions of the implementation of his election platform, the further development of the country as a whole and presented his vision for the further development of the country.
The head of state has come up with a number of initiatives aimed at improving the efficiency of public administration, ensuring the rights, freedoms and security of citizens, creating a developed and inclusive economy, modernizing the social security of the population, as well as strengthening the regions.
In order to strengthen Kazakhstan as a modern effective state, the process of party building will continue, effective feedback with the population will be established, and legislation on rallies will be improved.
To ensure the rights and security of citizens, the Head of state set the task to implement a number of serious measures to improve the quality of judicial decisions. The Parliament and the Government have been instructed to urgently increase penalties for sexual violence, pedophilia, drug trafficking, human trafficking, domestic violence against women and other serious crimes against the person, especially against children.
Speaking about the fight against corruption, the President focused on the need for legislative and regulatory regulation of the responsibility of the first head of the Department in which the corruption crime occurred. A full reform of the law enforcement system is expected.
The Head of state paid special attention to the dynamically developing economy. In this direction, the task is to increase the impact of the quasi-public sector. It is necessary to systematically and substantively deal with pricing and tariffs. The President instructed the Government to develop a legislative framework for the exemption of micro and small businesses from income tax for a period of three years. In General, the Parliament and the Government will have to find a solution for legislative support for the development of domestic entrepreneurship.
Much work is to be done in the direction of the development of the digital economy in Kazakhstan. In this regard, the task is to adapt legislation to new technological phenomena: 5G, «Smart cities», big data, blockchain, digital assets, new digital financial instruments.
Parliament is to adopt a new version of the Environmental code. The head of state set specific tasks for the development of the agro-industrial complex. In order to ensure fair taxation and sound financial regulation, the tax system will have to be modernized with a focus on a more equitable distribution of national income.
A large set of tasks concerns the social sector: education, ensuring the quality and accessibility of medical services, improving the efficiency of the pension system, supporting the institution of family and childhood, creating an inclusive society. Special attention will be paid to the problem of high suicidality among adolescents. A comprehensive program will be developed to protect children affected by violence as well as their families. A set of measures is supposed to support people with disabilities. The task is to legislatively support the development of mass sports. A special approach will be used to develop the social support system.
The joint session of the chambers of Parliament was attended by the heads of the Central bodies of all branches of government, representatives of the public, religious associations, NGOs, Kazakh and foreign media. Among them the Director of KazISS under the President of Kazakhstan Zarema Shaukenova, head of the scientific-methodical center «Archive-2025», chief scientific fellow of KazISS under the President of Kazakhstan, member of NCPT Berik Abdigaliuly.
