On March 12, 2020, an expert discussion was held on the #TaldaKZ online platform on the issue of “How do you feel about the digitalization of the electoral process?” Participants in the program were Director of the Expert Institute of European Law and Human Rights Marat Bashimov, president of the Internet Association of Kazakhstan Shavkat Sabirov, political scientist Kazbek Maygeldinov, associate professor of the Department of Public Law of the KAZGUU University named after M.S. Narikbaev Aliya Orazbaeva. KazISS under the President of the Republic of Kazakhstan was represented by the head of the Department of Social and Political Studies Alua Zholdybalina and senior research fellow Zhanar Sankhayeva. The moderator of the discussion was a public figure Murat Abenov.
During the meeting, participants discussed the current situation and prospects of the transition to electronic voting. Alua Zholdybalina in her speech noted that in view of the positive trends in the development of information technologies in Kazakhstan, there are prerequisites for the positive introduction of electronic voting and online campaigns. She also pointed out that Kazakhstan is interested in the experience of more than 40 countries that currently use electronic voting mechanisms. Zhanar Sankhaeva emphasized the need for a consistent transition to electronic voting, while maintaining the possibility of a voter choosing a voting method between electronic and paper approaches.
