On May 15, 2020, an expert discussion “Working with the Diaspora: New Formats” was held on the Zoom platform. The event was organized by the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan.
The conference was attended by representatives of the Kazakh diasporas and experts in the field of diaspora politics: Elnura Abakanova - an expert on external communications, Bauyrzhan Baglay - chief expert of the Center for the Interethnic and Interconfessional Relations in the Central Asian region of the APA under the President of the Republic of Kazakhstan, Mukhtar Baimagulov – research fellow at the Kazakhstan Institute of Public Development “Rukhani Zhangyru”, Kuanysh Yeleutaev - Chairman of the Board of the Omsk regional public organization “Kazakhs of Omsk”, Kalamkas Yesimova - Researcher at the Public Opinion Research Institute, Ziyabek Kabuldinov - Head of the Institute of History and Ethnology named after Ch. Valikhanov, Tursynkhan Kayyrken - Professor of the Department of Oriental Studies, ENU named after L.N. Gumilev, Orken Kenzhebek - project manager of the Khabar Agency, Mira Kuderinova - graduate student of the Higher School of Economics (Moscow) and founder of the HSE Kazakhstan Club, Aidarkhan Kusainov - economist, Darkhan Maitsebasov - president of the Nomad Kazakhstan club at New University of York, Botagoz Rakisheva – CEO and Founder of the Public Opinion Research Institute, Magauya Sarbasov - Vice President of the Otandastar Foundation, Mahabbat Toleugazina - Secretary of the Diáspora Kazaja en España Association, Larisa Utyusheva - Leading Analyst at the "Knowledge Laboratory" LTD. The discussion was moderated and co-moderated by the head of the KazISS Social and Political Studies Department Alua Zholdybalina, the chief expert Zhanar Tulindinova, the leading researcher Madina Bektenova and the KazISS research fellow Aidana Akessina.
The participants discussed a wide range of issues regarding the problems and prospects of the Kazakh diaspora abroad, the main trends of diaspora politics in foreign countries, the mediative potential of the Kazakh diaspora in establishing economic and socio-cultural cooperation and the Kazakh diaspora as an instrument of Kazakhstan’s “soft power” in foreign policy.
Kuanysh Eleutaev, Chairman of the Board of the Omsk regional public organization “Kazakhs of Omsk” noted the necessity to strengthen business cooperation between the border regions of Russia and Kazakhstan, and also expressed hope for expanding educational interaction by providing ample opportunities for ethnic Kazakhs from Russia to study at universities in Kazakhstan.
According to the Head of the Institute of History and Ethnology named after C. Valikhanov Ziyabek Kabuldinov, youth kurultai organized in sacred places of Kazakhstan will contribute to the development of the tourism industry in our country. Z. Kabuldinov also expressed a proposal to hold a competition for writing encyclopedias in places of compact residence of Kazakhs of Russia, which would become a "passport" of the Kazakh community in a particular area. It was noted that the presence of a greater number of ethnic migrants in the legislative and executive branches of power in Kazakhstan can also demonstrate the possibility of using social elevators for Kazakhs living abroad.
The CEO and Founder of the Public Opinion Research Institute Botagoz Rakisheva in her speech focused on the need to develop a unified multilingual information platform for Kazakhs from around the world, as well as a scientific journal for young scientists that would contribute to the development and interaction of civil society and the scientific community between countries. Additionally, B. Rakisheva underlined the importance of the Kazakh diasporas as a diplomatic tool.
At the end of the discussion, as a sign of establishing cooperation and strengthening cultural and friendly ties, Larisa Utyusheva, the leading analyst of “Knowledge Laboratory” LTD and the author of the book named “History, Culture and Traditions of the Kazakh People”, donated 30 copies of her book to the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan and public organizations of Kazakhs in Russia and far abroad.
