From 2 to 4 September in the city of Vladivostok of the Russian Federation in a mixed format, the VI Eastern Economic Forum was held, dedicated to "the new opportunities of the Far East in a changing world." The business program of the EEF-2021 forum consisted of 4 thematic blocks: “The economy of the new time: what will change and what will remain”, “The Far East - new challenges and opportunities”, “Shared responsibility in a changed world” and “Youth EEF”.
The key event of the Eastern Economic Forum was the plenary session held on September 3, in which the participation of the President of the Republic of Kazakhstan K.K. Tokayev.
K.K. Tokayev said in his speech that the Far East for Kazakhstan "is of great importance as a strategic partner, since it geographically connects Eurasia with the dynamically developing Asia-Pacific region."
Within the framework of the forum, more than 80 sessions were held on the topics of the business program of the event. So, on September 4, within the framework of the Eastern Economic Forum, a panel session was held on the topic "The Value and Values of the Greater Eurasian Partnership", in which Zarema Shaukenova, Director of the KazISS under the President of the Republic of Kazakhstan spoke
The session, moderated by Kiril Barsky, Ambassador-at-Large of the Ministry of Foreign Affairs of the Russian Federation, was also attended by Sergei Glazyev, Member of the Board (Minister) for Integration and Macroeconomics of the Eurasian Economic Commission, Vladimir Norov, Secretary General of the Shanghai Cooperation Organization, Mikhail Fradkov, Director of the Russian Institute strategic studies and several other eminent experts.
Kirill Barsky noted that the negative impact of the coronavirus pandemic and other problems can serve as “an additional incentive to unite our efforts and overcome these difficult problems stronger, building a common economic space together. This task is largely in line with the initiative to form the Greater Eurasian Partnership. "
Sergei Glazyev, during a video message, said that the Initiative put forward in 2015 by the President of Russia - V.V. Putin on the formation of the Greater Eurasian Partnership - "this is, first of all, the idea of unification", in which the EAEU becomes the nucleus of the formation of new relations on the content and where work continues to create the framework of the necessary infrastructure for expanding cooperation.
The Minister noted that in the near future "a memorandum of cooperation will be signed with the Shanghai Cooperation Organization, which, in fact, together with us [the EAEU] can become the basis for the formation of the Greater Eurasian Partnership."
Vladimir Norov, Secretary General of the Shanghai Cooperation Organization, during his video message, said that the Russian President's initiative to form a Greater Eurasian Partnership "is in many respects similar to the Belt and Road Initiative put forward by the PRC President with Xi Jinping in 2013" and have general goals and objectives. According to the SCO Secretary General, the organization "is called upon to play a systemic role" in the ongoing processes on the continent.
Continuing the panel session, in the second block, Mikhail Fradkov, Director, Russian Institute for Strategic Studies, spoke. “The EAEU and the SCO are gradually strengthening cooperation in the field of economics of finance, transport and multimodal transportation, foreign trade and other areas,” said the director of the RISS. In addition, the Russian speaker outlined a number of priority tasks and announced measures aimed, in his opinion, at strengthening interaction along the EAEU.
Zarema Shaukenova, Director of the KazISS under the President of the Republic of Kazakhstan, during an online speech drew the attention of the audience that “the EAEU faces a serious challenge to formulate approaches to building relations with two main actors in Greater Eurasia - China and the European Union”.
