Aigul Kosherbayeva, Secretary for Academic and Research Affairs of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan, and Anna Alshanskaya, Head of the Department for Economic Policy Analysis at KazISS, have published an article titled “The Future of Work: PESTLE Analysis of Flexible Work in Kazakhstan” in Issue 2 of the journal Public Policy and Administration, which is indexed in the Scopus database.
The article explores macroeconomic factors influencing the development of flexible employment in Kazakhstan, with a focus on the role of political, economic, social, technological, legal, and environmental (PESTLE) factors. The aim of the study is twofold: first, to assess the significance of each of these factors in shaping flexible employment in Kazakhstan; and second, to determine whether there are statistically significant differences in their impact.
An expert survey was conducted as part of the research, with the results analyzed using descriptive statistics and analysis of variance (ANOVA). The findings highlight the pivotal role of technological and social factors in promoting flexible work arrangements, while environmental factors were found to be the least influential. The data provide empirical insights into the dynamics of flexible employment in Kazakhstan and serve as a foundation for policy recommendations to support the development of a more adaptive and resilient labor market.
