STRATEGIC DEVELOPMENT CENTER
The Center for Strategic Development examines issues of public policy and public administration within the framework of domestic political processes for effective implementation, identifies potential risks and challenges, generates recommendations and draft decisions to correct and improve them.
Department of strategic analysis
The main directions of activity of the Strategic Analysis Department are:
- Researching the processes of identity transformation and nation building in Kazakhstan.
- Analyzing the system of state and local governance in the context of the concept of “good governance”, developing recommendations for its improvement.
- Monitoring of regional development, development of proposals for improvement of the state policy of regional development.

Chief Expert of the Department of Asian Studies
Head of Center for Chinese studies(中国研究中心), LLM of Chinese Economical Law. Kazakh researcher, political scientist, expert on international relations.
He is the co-author of 3 collective monographs on the problems of China’s foreign, domestic policy and socio-economic development. Author of many articles and publications on problems of international relations and public topics in scientific publications and the media.
He defended his master’s degree in Chinese law from Peking University (北京大学). He graduated from Shandong Normal University, (Jinan City, Chandong Avenue, PRC), majoring in “Modern Chinese Language”. I was trained at Fudan University, Shanghai, at the Faculty of International Relations, at the Center for Research in Russia, Eastern Europe and Central Asia.
He worked in the leading scientific and analytical centers of Kazakhstan, the Kazakhstan Institute of Strategic Studies under the President of the Republic of Kazakhstan, the Institute of World Economy and Politics under the First President of the Republic of Kazakhstan Foundation, Agency for Investigation of Return on Investment, “Nazarbayev Center”.
Over the years, Mr. Kaukenov has published more than 250 materials in the scientific and public media. The experience of his scientific work is more than 10 years, Mr. Kaukenov has participated in many scientific conferences in Kazakhstan and abroad.
Worked in the media, headed the information portals “Today.kz” and “Quorum.kz”. He was the permanent author of the magazine Vox Populi, the newspaper Svoboda Slova, the magazine Central Asia and the Caucasus, the site Vremya Vostoka, Terra Amerika, and the journal Kazakhstan in Global Processes. Alisher Abdreshev
Leading Expert Department of European and American Studies
His research interests include, but are not limited to post-soviet politics, Russian foreign/domestic policy and regional security in Central Asia. Alisher is also studying the role of soft power and the phenomenon of imperialism.
Prior to joining the Kazakhstan Institute for Strategic Studies, Mr. Alisher Abdreshev worked in diplomatic service at Kazakh Ministry of Foreign Affairs. As an expert in the Commonwealth of Independent States department (CIS), Alisher dealt with issues of bilateral cooperation between Kazakhstan and Belarus. He also worked in the office of the First President of the Republic of Kazakhstan.
Alisher holds a BA in International Relations from the Kazakh Ablai Khan University of International Relations and received his MA from the Al-Farabi Kazakh National University.
He also completed internships in the UN Research Institute (UNITAR) on nuclear disarmament and non-proliferation, Hiroshima, Japan and was a participant of the Winter School on Nuclear Disarmament and non-proliferation (organized by Friedrich Ebert Foundation).

In 1985 he graduated from the special department of the historical faculty of KazGU, in 2014 – the law faculty of the Eurasian Humanities Institute. He worked as a lecturer in the departments of world history, international relations in a number of Kazakh universities in Uralsk and Almaty. In 1993 he defended his Ph.D. thesis “Theoretical and political positions of the West German liberals in the 80s”, in 2009 he defended his doctoral dissertation on the topic “The experience of transforming the political system of the Republic of Kazakhstan in the context of world development”. Doctor of Political Sciences, Bachelor of Laws. In his professional background, he worked in the Ministry of Foreign Affairs of the Republic of Kazakhstan, the Ministry of Oil and Gas Industry of the Republic of Kazakhstan, the Ministry of Energy, Industry and Trade of the Republic of Kazakhstan, the Republican State Enterprise “Kazakhstan Temir Zholy”, KazISS under the President of the Republic of Kazakhstan, the Security Council of the Republic of Kazakhstan, the Senate of the Parliament of the Republic of Kazakhstan, was an employee of analytical centers and the magazine “Continent”. In 2018-2021, he worked as an adviser to the Embassy of the Republic of Kazakhstan in Germany. Author of more than 60 scientific articles and monographs. He was repeatedly awarded with certificates of honor and thanks from the leadership of the Senate of the Parliament of the Republic of Kazakhstan, he has the gratitude of the President of the Republic of Kazakhstan (in 2022).
