On November 26–27, 2024, the Council of Regional Experts of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (KazISS) held a meeting to discuss the results of the outgoing year.
The event was moderated by Alua Zholdybalina, Deputy Director of KazISS. During the discussions, experts reviewed key events and achievements of the year, analyzed the challenges Kazakhstan faced, and shared their expectations for the upcoming year.
Political scientist Zamir Karazhanov and religious studies expert Al-Farabi Bolatzhan (Almaty) emphasized the importance of launching the official online petitions platform. According to the experts, this initiative will expand opportunities for public participation in decision-making processes and enhance civic engagement.
Oksana Volkova-Mikhalskaya, a deputy of the Stepnogorsk City Maslikhat (Akmola region), highlighted the significance of the newly adopted Law on Women’s Rights and Child Safety. This legislation has introduced additional mechanisms to protect women and children. However, the expert noted the need for further development in licensing special social services. A positive aspect of the law, according to Volkova-Mikhalskaya, is that Kazakhstan has become one of the first CIS countries to implement measures addressing domestic aggressors.
Kazbek Dautaliyev, Chairman of the Public Council of Almaty Region, stressed the increasing importance of the National Discussion Platform of the National Kurultai, which has included representatives of civil society from the regions in public debates.
Nikolai Isaev, Vice President of the Association of Nonprofit Organizations (Abai Region), noted that the establishment of the Abai Region has increased investment volumes and positively influenced regional development. The expert highlighted the importance of appointing akims from among local residents, as they are familiar with regional characteristics and issues.
Experts also praised regional support efforts and the unity demonstrated by Kazakhstani citizens during the spring floods, which helped minimize the impact of natural disasters.
The meeting underscored the need for further strengthening public engagement, supporting regional development, and addressing challenges to enhance Kazakhstan’s socio-economic resilience and inclusivity.
