Alua Zholdybalina
Deputy Director for Domestic Policy
She oversees the Institute’s work in the areas of domestic policy, sociological research, methodological support of the electoral process, and analysis of public electoral sentiments. She is also responsible for developing a system of expert-analytical, forecasting, research, and methodological activities within the Institute.
A graduate of E.A. Buketov Karaganda State University (Faculty of Philosophy and Psychology) and L.N. Gumilyov Eurasian National University, where she completed both a master’s and a doctoral program in political science.
She holds a Ph.D. in Political Science.
She has completed academic internships at INTO University of East Anglia (UK) and Central European University (Hungary) as a recipient of the international Bolashak scholarship.

Zhanar Gabdullina
Deputy Director for Economic Policy
She oversees the Institute’s activities in the areas of national and economic policy, security, international economics, and strategic planning. He is also responsible for developing the system of expert-analytical, forecasting, research, and methodological work within the Institute.
She holds a Master’s degree in Public Policy from the University of Nottingham (United Kingdom). She also holds a Bachelor’s degree in Public and Local Administration from L.N. Gumilyov Eurasian National University, and a Bachelor’s degree in Law from H. Dosmukhamedov Atyrau State University.
She has over 17 years of professional experience, including 11 years in public service in the departments of the Akimat of Atyrau Region and in the Ministry of National Economy of the Republic of Kazakhstan, where she was responsible for cooperation with international financial organizations and the OECD.
From 2019 to 2022, she worked within the structure of the National Holding “Baiterek” – at JSC “Qaztech Ventures” and JSC “Kazyna Capital Management,” heading the departments of strategic development, corporate development, and international cooperation.
From 2022 to 2025, she served as Deputy Chairman of the Management Board of JSC “Almaty City Development Center,” where she coordinated the Think Tank division responsible for conducting analytical research and developing digital and data-analytical tools for the city of Almaty.
As of October 1, 2025, she has been appointed Deputy Director of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan.

Assem Nurzhanova
Deputy Director for Administrative Affairs
She oversees the Institute’s operations in the areas of financial and economic activities, administrative and logistical support, and media coordination.
A graduate of Shakarim Kudaiberdiev Semipalatinsk State University (Bachelor’s degree in Finance, Accounting, and Auditing), Kainar University (Master’s degree in Law), and the Financial Academy (Doctoral studies in Economics).
Fluent in English.

Assel Nazarbetova
Head of the Representative Office of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan in Almaty
She is responsible for organizing and managing the activities of the KazISS Representative Office in the city of Almaty.
A graduate of Kazakh Ablai Khan University of International Relations and World Languages, with both Bachelor’s and Master’s degrees from the Faculty of International Relations. She completed doctoral studies at the Department of Political Science and Political Technologies at Al-Farabi Kazakh National University and holds a Doctor of Philosophy (Ph.D.) degree in Political Science.
Fluent in German and English.

Her research interests include political institutions, political processes, mass media, global processes in mass communications, international relations, and the foreign policy of the Republic of Kazakhstan.

Aigul Kosherbayeva
Secretary for Academic and Research Affairs
She ensures the functioning of the Institute and its Academic Council and contributes to achieving the Institute’s strategic objectives.
A graduate of the Faculty of Philosophy and Economics of Kazakh State University named after S.M. Kirov (Department of Political Economy). She holds a Doctor of Economic Sciences degree and the academic title of Associate Professor.
She completed a research internship at the Maxwell School of Citizenship and Public Affairs at Syracuse University (USA) as a Bolashak International Scholarship fellow.
Fluent in English.
A specialist in the field of public administration, she serves as an expert of the United Nations Committee of Experts on Public Administration (CEPA).
