Economic Aspects of Implementing the Nationwide Large-Scale Construction Initiative Discussed in Astana

On November 2, 2026, an expert discussion was held in Astana on the objectives outlined by President Kassym-Jomart Tokayev in his Address to the People of Kazakhstan, “Kazakhstan’s Key Tasks in a New Historical Era,” in the context of implementing the Nationwide Large-Scale Construction initiative.

The Address placed particular emphasis on the need for large-scale infrastructure modernization, strengthening industrial capacity, and creating new opportunities for the country’s economic development. The proposal to designate 2027 as the Year of Nationwide Large-Scale Construction sets new priorities for developing the construction sector, attracting investment, expanding domestic production, and improving quality of life.

To advance the priorities identified by the Head of State, the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan (KazISS), together with Kazakhstan Housing Company JSC (KHC) and the Kazakhstan Industry and Export Center QazIndustry JSC, organized an expert discussion entitled “Nationwide Large-Scale Construction–2027: New Opportunities for Kazakhstan’s Economy.”

The event provided a platform for a comprehensive examination of the economic, investment, and sectoral dimensions of the Nationwide Large-Scale Construction initiative. Bringing together analytical expertise, housing finance instruments, and industrial development opportunities, KISI, KHC, and QazIndustry presented a shared vision of the prospects for the new construction cycle in their analytical report, “Kazakhstan’s Nationwide Construction Drive: Scale and Development Horizons.”

Zhandos Shaimardanov, Director of KazISS under the President of the Republic of Kazakhstan, emphasized that the Nationwide Large-Scale Construction initiative forms part of the broader economic agenda of the President’s Address, aimed at attracting investment, fostering entrepreneurship, and modernizing domestic industry.

“The upcoming large-scale construction drive creates opportunities to mobilize the country’s financial, investment, production, and labor resources. Public investment should serve not only as a source of funding for infrastructure facilities but also as a catalyst for attracting private capital, expanding entrepreneurial activity, and developing related industries,” Zhandos Shaimardanov said.

Lyazzat Ibragimova, Chairwoman of the Management Board of Otbasy Bank JSC, addressed the issues of improving housing affordability and developing housing finance mechanisms. She stressed the importance of enhancing the housing construction savings system, expanding citizens’ opportunities to purchase homes, and ensuring that growth in housing construction is aligned with households’ effective demand.

Altai Kuzdibayev, Chairman of the Management Board of Kazakhstan Housing Company JSC, discussed the prospects for housing construction, existing government support mechanisms, and ways to attract private investment.

“Housing construction is one of the key areas of development in the construction industry, which has achieved record levels of housing completions in recent years. At the same time, increasing construction volumes requires a comprehensive approach to developing utility networks, transport, and social infrastructure to create comfortable living environments in our cities and rural areas. Access to long-term financing and mechanisms for attracting private investment play an important role in ensuring the consistent implementation of projects,” Altai Kuzdibayev emphasized.

Eldar Gumarov, Chairman of the Management Board of the Kazakhstan Industry and Export Center QazIndustry JSC, highlighted the considerable potential of the new construction cycle for developing domestic manufacturing and related sectors of the economy.

“The Year of Nationwide Construction is not merely an infrastructure-building campaign; it is a powerful industrial policy in action,” Eldar Gumarov said, emphasizing the need to increase the share of value added generated within the country.

During the presentation of the joint analytical report, “Kazakhstan’s Nationwide Construction Drive: Scale and Development Horizons,” Bibigul Omirbayeva, Head of the Global Economy and Sustainable Development Department at KazISS; Altai Kuzdibayev, Chairman of the Management Board of KHC; and Zhanna Baitemirova, Head of the Directorate for the Development of Light Industry, Woodworking, Furniture Manufacturing, and Construction Materials Production at QazIndustry, presented an analysis of the state and dynamics of Kazakhstan’s construction market, prospects for implementing major infrastructure and investment projects, and regional characteristics of construction activity.

Particular attention was paid to housing development, its financing mechanisms, and the capacity of domestic industry to meet growing demand for construction materials and equipment. Participants also considered the potential economic effects of large-scale construction, including investment attraction, development of related industries, stronger industrial cooperation, and greater participation of Kazakhstani enterprises in infrastructure projects.

During the expert discussion, participants explored prospects for developing the construction sector, mechanisms for increasing the economic returns on infrastructure investment, opportunities to expand domestic production, and ways to involve small and medium-sized enterprises in large-scale projects.

The expert discussion helped identify avenues for further cooperation among the analytical community, development institutions, and business representatives in implementing the objectives set out by the Head of State in his Address to the People of Kazakhstan.
