Kazakhstan ensured all conditions for the observation of the referendum

The program of political reforms announced by President Tokayev in his March address implies more than 50 constitutional amendments in 33 articles.

The proposed constitutional amendments imply changes in constitutional norms on such issues as redistribution and decentralization of power, powers of the president, electoral system and others.

The June 5 referendum on the Constitutional Amendments is being held in 10,012 polling places. This includes overseas, with 65 precincts in 52 countries.

The constitutional referendum, as well as the national elections have the same principles of organization and conduct of voting, such as transparency, honesty, principles of universal, equal and direct suffrage. Observance of these key principles by all participants of the electoral process ensures legality and legitimacy of voting.

The observers of the Parliamentary Assembly of the Collective Security Treaty Organization, which includes parliamentarians of the CSTO states – the Republic of Armenia, the Republic of Belarus, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan; observers from the Shanghai Cooperation Organization, the CIS Interparliamentary Assembly – the deputy body of the Parliamentary Union of Belarus and Russia, the State Duma became key organizations for observation of the constitutional referendum. Delegations of observers from the ODIHR/OSCE Referendum Assessment Mission, the Organization of Islamic Cooperation, and TurkPa also take an active part in the observation. Observers from Kazakh public associations and non-governmental organizations are also present at the polling stations.

As a rule, it is difficult to cover all polling stations across the country by observation and traditionally observation is carried out at separately selected polling stations, which then allows observers to extrapolate the results to the whole country.

In accordance with all standards, international and civil observers actively took up their duties on the day of voting, which guarantees an independent and honest assessment of the constitutional referendum by both the international community and the Kazakhstani civil society.
