AI and the Transformation of the Law Enforcement System: New KazISS Publication Released

The Kazakhstan Institute for Strategic Studies has published a new analytical review titled “Artificial Intelligence and the Digital Transformation of the Law Enforcement System: The Experience of the Prosecutor General’s Office of Kazakhstan”. The publication is available in Russian and English.

Authored by Aigerim Abdrashitova, Chief Expert of the Department of Political Studies at KazISS, and Nurdaulet Zatilla, Leading Expert of the department,the study analyzes the implementation of digital technologies and artificial intelligence tools in the work of Kazakhstan’s law enforcement agencies. Particular attention is given to practices within the Prosecutor General’s Office of Kazakhstan, including approaches to crime forecasting, monitoring citizens’ appeals, and crime prevention.

The authors also examine international experience, presenting a comparative analysis of the digitalization of law enforcement systems in the OECD, the European Union, and the United States. This allows for a comparison between Kazakhstan’s approaches and global trends.

A separate section is devoted to future prospects: how prepared the system is for deeper AI integration, what risks may arise, and where the boundary lies between efficiency and the protection of citizens’ rights.

The publication was reviewed by Alua Zholdybalina, Deputy Director of KISI for Domestic Policy, and Gulsara Dzhunusbekova. Itis intended for representatives of government agencies, the expert and academic community, and anyone interested in digital transformation and the application of AI in the law enforcement.
