KazISS Launches a Series of Regional Expert Discussions on Constitutional Reform

On February 4, 2026, a meeting of the Council of Regional Experts of the Kazakhstan Institute for Strategic Studies (KazISS) under the President of the Republic of Kazakhstan was held, dedicated to discussing the draft of the country’s new Constitution. This meeting marked the launch of a series of regional expert discussions on the key directions of the upcoming constitutional reform.

The Council brought together experts representing various professional and public sectors from the Abai, Zhetysu, Aktobe, Akmola, North Kazakhstan, Kostanay, East Kazakhstan, and Turkestan regions, as well as the cities of Almaty and Shymkent. This format of regional representation made it possible to examine the proposed changes through the lens of local experience and specific regional development contexts.

Opening the meeting, KazISS Director Zhandos Shaimardanov emphasized the particular importance of expert support for the constitutional reform and highlighted its regional dimension. According to him, it is at the local level that the impact of institutional transformations on citizens’ everyday lives, the functioning of public authorities, and the development of local communities becomes most evident.

During the meeting, participants exchanged views and put forward recommendations on specific articles of the draft new Constitution.

KazISS under the President of the Republic of Kazakhstan will continue the series of expert discussions on constitutional reform, gradually expanding the range of participants by engaging representatives of the expert and academic communities, as well as the civil sector from all regions of the country. This approach is intended to ensure a balanced, inclusive, and practically oriented process of constitutional transformation.
