The Eleventh Meeting of the CICA Think Tank Forum, organized by the Shanghai Institutes of International Studies (SIIS), the Foreign Affairs Office of the Qinghai Provincial Government supervised by the Ministry of Foreign Affairs of the People’s Republic of China, is being held in Xining, Qinghai Province, PRC. This year’s theme of the forum is “Building an Asia of Mutual Learning and Win-win Cooperation: The Role and Mission of CICA”.

Director of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan Yerkin Tukumov participated online in the session entitled: “CICA as an International Organization: Mechanism Building and Concept Innovation”. The session is designed to develop systematic and perfect mechanisms as well as innovations to help CICA become an international organization.

Addressing the session participants, Yerkin Tukumov noted in his speech that think tanks play an important role in determining the priorities of states’ foreign policy.

KazISS Director suggested organizing expert meetings to discuss specific issues and maintain a continuous dialogue, where emphasis is placed on the importance of objective analysis and teamwork to address global challenges and conflict resolution. He also emphasized joint research on interstate economic projects with a focus on developing transportation corridors and new routes to support economic growth in the Asia region, “This is particularly relevant given the growth of consumption in Asia and the need for inclusive economic development of all regions”, – he said.

“In addition, there is a need for mutual exchange of methodological developments through academic publications. This will help promote relevant topics among the expert community in CICA countries and facilitate the development of interstate relations”, – noted Y. Tukumov.

At the same time, he emphasized issues related to climate change, sustainable use of natural resources and biodiversity conservation: “This will help raise awareness of environmental issues in Asia and unite efforts to address them”.

In conclusion, Director of the Kazakhstan Institute for Strategic Studies said: “Think Tank Forum can serve as an effective tool for defining tasks and a thought generator in establishing strong interstate ties.”
